In terms of public procurement, the BPTF falls well short of the EU`s most ambitious procurement agreement, CETA. Turkey`s agreement with Singapore also covers public procurement. The BPTF is the result of the transition phase. It consists of the provisions of the agreements concerning the exchange of goods between the EU and Turkey since the Ankara Agreement, namely: Article 13 of the Ankara Agreement provides for the phasing out of restrictions on freedom of establishment and the free provision of services. The additional protocol to the Ankara Agreement was signed on 23 November 1970. Article 41 of the agreement, also known as the non-status quo clause, stipulates that „contracting parties refrain from introducing new restrictions on freedom of establishment and the free provision of services.“ The clause also prohibits the introduction of new restrictions. The existing bilateral preferential trade framework between the EU and Turkey dates back to 1995 and is compatible with the United States, taking into account the Comprehensive and Comprehensive Free Trade Agreement (FTA) that the EU has concluded or is negotiating with other economic partners, including the EU-Korea Free Trade Agreement (PCA), the EU-Canada Comprehensive Economic and Trade Agreement (CETA) and the Transatlantic Trade and Investment Partnership (TTI) obsolete. This section provides an overview of the BPTF by comparing some free trade agreements concluded by the EU and Turkey. With regard to the scope of trade, the BPTF is, from the EU`s point of view, comparable to other EU agreements which almost fully liberalise trade in industrial products. In its agreement with Korea, Turkey said it was ready to remove all tariffs on industrial products, but maintained the protection of textiles and clothing in its free trade agreement with Malaysia. It is not clear that EU heads of state and government have left officials and lawyers to work out the details before signing the agreement at another summit next week. Turkey now wants an additional 3 billion euros in aid commitments after the fund expires from 2018.
The Department of Justice said it had „sufficient resources in its budget to meet existing and future commitments.“ In the areas of regulation, the obligation to reconcile legislation under the EC agreement has collaborated with the broader harmonization process in many areas under free trade agreements, such as intellectual property (IP) and competition policy (including rules for so-called enterprises). In these areas, the internalisation of the European acquis has had a greater impact on internal regulatory reform and Turkey`s alignment with modern practices than on the effects of EU free trade agreements with other partners. We did not become members of NATO because our membership vetoed it. Our Greek friends have said that they have not vetoed our accession. We have referred the matter to the International Court of Justice in The Hague because an agreement reached in 1995 between Greece and Northern Macedonia stipulates that each country cannot veto the entry of the other party into an international organization because of the name issue. It was obvious that this is why Greece did it. We won our case, the court having ruled unanimously in our favor, 15-0. But nothing happened because NATO said it was a political decision. The third major disappointment was in April 2008. Last month`s failure to start talks on our EU membership was a fourth major disappointment.
We are in a position to manage the situation. We expect to complete our NATO membership by next April. We hope to become members of the EU.
